Unfortunately, some foreign women are often lured into prostitution under the watchful eyes of their pimps. The women have little or no protection against aggressive or criminal customer, neither are the operators of such sleazy budget hotels offer any security measures to prevent customers using their rooms for illicit or illegal trades.

There is a need to revamp the budget hotels to improve the regulations and enforcements to prevent street prostitution activities or vice rings to operate inside the hotels. Over the past few years, such hotels have become seeding for crime activities including illegal immigrants, prostitution, drugs related incidents, etc. The lawlessness of such vice rings and street walkers has turned the neighborhood into a ghetto affecting residents and families.

For instance, below is the Straits Times news of the gruesome murder of a pregnant Sri Lankan prostitute at a hotel in Lorong 18, Geylang Road in Sept 2008.

HE HAD sex with a pregnant prostitute twice in a Geylang hotel but when Indian national Madhuri Jaya Chandra Reddy asked for the third time, she wanted more money.

A scuffle ensued, and the 21-year-old general worker ended up killing the Sri Lankan woman and stuffing her body under the bed. Despite this, he took her valuables, found another prostitute and brought her back to the same room for sex.

Reddy, who worked in a shipbuilding company, pleaded guilty on Monday to committing culpable homicide not amounting to murder in September 2008. He will be sentenced on Thursday.

The High Court heard that Reddy got to know the Sri Lankan prostitute, also 21, less than a month before he killed her. She was seven months pregnant with a boy when she died and had two other sons aged six and two.

He was arrested on Sept 5 2008, two days after he took her to the Diammond Hotel at Geylang Lorong 18.

Reddy faces the maximum punishment of a life sentence.

Despite recent raids, some budget hotels remain to operate to cater room services for prostitute rings or syndicates. For instance, Sri Lankan prostitution rings have been operating in Lorong 15, Geylang Road for more than 4 years.

Videos show just some of the many instances when operators and staff such as those in Chang Ziang Hotel knowingly cater room services to such sex rings....even after several anti-vice raids.

As observed in the videos, some of the prostitutes in the rings are young girls lured into the trades.

Is there a syndicate operating behind all these vice activities ?

With the Anti-Vice enforcements recently, many arrests of foreign women were made. Well done to the relevant personnel involved.

As expected from previous cases, the Sri Lankan street prostitution activities resume as soon as the enforcements cease. Within a week, the Sri Lankan pimps bring in new batches of women. Among the Sri Lankan women, there are some who escape from the raids but yet have to return to solicit in the streets of Lorong 15 and 4. Under the watchful eyes of these foreign pimps, there are currently more than 5 new women soliciting publicly at Lorong 15, Geylang Road. Most of the women do not speak or understand English and at least one appears to be very young. A casual count of the Sri Lankan women in Lorong 4 and 15 shows that there are more than 10 women.

Residents and businesses are puzzle their persistent existence in the vicinity since 2005.

Serious questions are posed :-

Are there a syndicate involved as they appear to be in such organised manner appearing at same locations and hotels. For example, the soliciting activities are carried out in the public walkway of Lorong 15, Geylang and the clients are then brought into No. 15, Chang Ziang Hotel at Lorong 15, Geylang Road to carry out the sexual transactions. The operator or the staffs working in the hotels are fully aware of their vice operation yet continue allowing them to rent the said hotel despite frequent raids by the authority.

Below shows recent photos depict more Sri Lankan pimps involve in the illicit trade. Without arresting the pimps or investigating with the possibility of a syndicate, the street prostitution
activities and associate crimes will not cease.

As the Chinese saying goes " 斩草不除根 , 春风吹又生 " ( When cutting down weeds, you must get at the roots. Otherwise, the weeds will return with the spring breeze. ); without removing the roots/sources of the problem, the problem will persist. Residents had also voiced out previously merely arresting the street prostitutes only alleviate the symptoms instead of the roots cause or "治标不治本 " .

Hence it will be a waste of public resources in carrying out the enforcements if the sources of the problems are not removed. Sources refer to persons, organisations or premises involved in the gathering, bringing in and watching over the women; arranging with hotel operators or premise owners to allow these groups to carry out the illicit trades in the rooms, etc.

We appeal to the authorities to conduct a thorough investigation as these activities have also put Singapore's international reputation at stake as a clean, safe and secure country for the citizens and foreigners.

PRC Prostitute From Hell

Some budget hotels in Geylang do not care about the security or safety of their other guests when they allow street prostitutes and pimps to operate their vice activities in the hotels. For instance, one of PRC street prostitutes and her associates ( ie lookout guys or pimps ) have been soliciting publicly and operating at one of the budget hotels at Lorong 15 for more than 6 months.

With their male associates, these PRC prostitutes are able to escape from anti-vice raids or Police's arrests as they are able to hide in the budget hotel.

HOW far would you go to help a woman who says she is being kept against her will in a Singapore brothel?
One Singaporean housewife kept in touch by phone, went to look for her in Geylang, and took the troubled Indian national into her own home.

The drama, which stretched over two days, included a number of furtive phone calls made by the captive woman, Rani (not her real name), a string of men who were not much help, and one who finally arranged a night escape in a taxi - and then exacted a heavy price for it.

None of those involved are being identified by their real names, in order to protect both the victim and her saviour.
The latter, Madam Mary, who is in her 30s, told us the story. Rani declined to be interviewed.

Rani, 27, arrived in Singapore on 25Jan, said Madam Mary. She had travelled here with Neela, a woman from her home town who has worked in Singapore for more than 10 years.

A few months ago, when Neela was in India, the two had met there.

Neela offered Rani a job as a maid in Singapore, paying 10,000 rupees ($310) a month.

As Rani's sister is also a maid here, Rani thought the deal was good, and agreed, hoping to use the money to pay for her daughter's marriage some day.

Rani has three young children, but is separated from her husband in India.

She did not tell anyone about coming to work in Singapore because Neela had told her that her prospective employer would not like it.

Neela allegedly paid for and arranged Rani's flight and visa .

But almost immediately after the plane landed in Singapore, Neela told Rani what she had really been brought here for - to be a prostitute.

She also learnt that Neela had been a prostitute all along, and not a maid, as she had thought.

They were met at Changi airport by Neela's boyfriend, who drove them to a house in Geylang.

On the way there, Rani is said to have repeatedly told Neela to take her back to India.

Threatened

At the house, Neela and her boyfriend allegedly threatened to beat her if she did not obey them.

The next day, they made her stand outside the house, but within the compound, to get customers.

She was not to leave, but was asked to use a room in the house.

It was not clear how, but Rani managed to make one phone call to her sister, who had gone back to India on leave.

After hearing of Rani's predicament, her sister gave her the number of her Singaporean employer's friend, Madam Mary.

Rani's sister in India then called Madam Mary, to tell her about Rani's distress call and pleaded with her to help.

But there was nothing much Madam Mary could do then except wait by the phone.

Around 4pm that day, she got a call from a man who said he was with a woman named Rani.

The man said they were on the second storey of a double-storey house on Geylang Lorong 24.

He said he had been walking by the house when Rani, who was standing outside, grabbed his hand and pleaded with him to let her to use his handphone.

Before Madam Mary could ask more, the phone line went dead.

At around 7pm, another man called. He asked Madam Mary if she was Rani's employer, and said Rani wanted her help.

Said Madam Mary: 'I told him to call 999, but he said he dared not use his phone to dial 999. He asked me to go to the house if I wanted to help her.'

The man then ended the call.

Three hours later, at 10pm, a third man called. He said Rani was crying outside the house and was wearing a white sari with black dots.

He passed the phone to Rani. Madam Mary said she asked Rani why the phone call from the first man was cut off abruptly.

Rani told her that the first man was caught by the 'prostitution leader', who threw his phone away and beat him up.

Madam Mary said the third man was also too afraid to help.

She decided there was nothing much she could do then, and went to sleep.

The next morning, she made a police report. And that afternoon, she said, she got a friend to drive her to Geylang Lorong 24.

cause the increase street prostitution activities when new batches of young women and sometimes underages are brought into Singapore despite arrests of the women.

"A 20-year-old Indian man was arrested today in connection with the death of a 21-year-old female Sri Lankan national which occurred in a hotel along Lorong 18 Geylang on 4 Sep 08.

SINGAPORE (AFP) — Three weeks after having her appendix removed last year, Filipina bar girl Camille was forced by her pimp back to work as a prostitute in Singapore.

Penniless and deeply in debt in a foreign land, 24-year-old Camille, not her real name, had no choice.

She says she had sex with men in hotel trysts arranged by her pimp, who took most of the money, until she sought shelter at the Philippine embassy.

"My wounds barely healed and I was being forced to have sex," she told AFP, breaking into sobs during an interview before flying home earlier this year.

"The pimp had no pity. The men had no mercy. I should have listened to my parents not to come here."

Philippine embassy officials said Camille, a single mother, is among a growing number of Filipina women lured by human trafficking syndicates to Singapore, Southeast Asia's wealthiest economy.

Promised jobs as "entertainers" in pubs and restaurants, many instead find themselves virtually indentured as prostitutes, working to pay back the cost of getting here.

Women interviewed by AFP said they were locked in cramped apartments, given one meal a day and told they owed between 1,000 and 4,000 Singapore dollars (736-2,945 US) to their pimps for bringing them to the city-state.

The sex industry in Singapore -- where prostitution is legal but pimping and public solicitation are not -- is dominated by women from the Philippines, Thailand, China and Vietnam, industry sources said.

The Philippine embassy in Singapore said there were 212 cases of human trafficking involving Filipinas in 2007, up from 125 in 2006 and from 59 cases in 2005.

Of those 212, nearly 30 percent admitted to having engaged in prostitution or said they were coerced into sexual acts, it said.

Filipino consul Neal Imperial described the numbers as the "tip of the iceberg" as they reflected only women who turned to the embassy for help.

The US State Department, in its 2008 Trafficking in Persons report, put Singapore on its list of countries not doing enough to combat the problem. Cambodia and Sierra Leone were among others named.

The report urged Singapore, which has yet to ratify the 2000 UN Trafficking in Persons Protocol, to "vigorously investigate and prosecute both labour and sex trafficking cases".

Responding to the US report, Singapore's Ministry of Home Affairs said reported cases of forced prostitution fell to 28 in 2007 from 33 in 2006 and 35 in 2005.

Police investigated all 28 cases and found evidence in only one, the ministry said.

Human trafficking experts said Singapore's figures differ from the US report because the police do not consider women as trafficking victims if they arrive voluntarily.

In contrast, the United Nations counts women as victims if they are lured by false promises about working conditions, and if they are exploited.

Singapore should accept there is a problem, said Sallie Yea, an Australian consultant who has researched sex trafficking in Asia. "Singapore is still in the denial mode.".........

The increase activities of street prostitution ( nationality PRCs, Sri Lankans, Vietnamese, Indians etc. ) are attracting crimes from gang fights, murders, robberies, cheats in Geylang neighbourhood.

Are these prostitutes act freely on their own independently ? This may be true in the past, however, it is observe more appears to act in groups with pimps, look-outs or some even with private vehicles or taxi to transport them around in Singapore.

Geylang residents ( more than 1,000 residents ) are constantly facing such threats or harassments from street prostitution for the past few years. In recent years, increase budget hotels, pubs/ktvs/nightclubs, uncontrolled shady coffee-shops, bogus health centres with insufficient enforcements or regulations have attracted crimes into Geylang and immediate neighbourhood (Haig Road, Sims Avenue) .

As we start a new year, we pray that this year will be marked by prosperity and peacefulness for families and residents.

In Geylang, it is almost difficult for relatives or friends to visit the residents during the holidays over the past 3 to 5 years. The reasons being visitors are concern of the security and embarrassments that of their wives, female siblings, friends or teenage children especially in the evenings. Such street prostitution activities have attracted crimes ( example, recent report of a robbery on 2 prostitutes from China ).

As Brian (johntv.com) has well said - Street Prostitution is not a victimless crime. The victims are the prostitutes, the johns' families, residents, women working in affected areas. In Singapore, Geylang is always viewed as red-light district where in reality there are much more interesting places one can find including popular local restaurants, Muslim schools, mosques, Buddhist temples, clans, trade associations and architectural conservation buildings for locals, families and tourists to visit. Besides, there are affordable accommodation for tourists for the many budget hotels as well as housing with more than 50 residential apartment blocks.

In each of the 44 numbers of lorongs ( i.e. side streets or lanes ), one can find interesting places to visit or view. Beside this, the main Geylang Road is convenient located near to Geylang Serai Market, Joo Chiat area as well as future Paya Lebar second offices and commercial area. It takes about 10 to 20 minutes to walk to these places.

Prostitution is legalised in Singapore ( where you can find some brothels in a few designated even-numbered lorongs in Geylang ); however, street prostitution soliciting are illegal.

In recent years, the increase of street walkers had resulted in more security and environment problems as crimes are attracted alongside such activities including robberies, thefts and even a case of murder linked to a foreign prostitute.

There are children (schools) as well as worshippers (temples, mosques) who frequent Geylang daily, hence, we urge Singapore authorities (i.e. Hotel licensing Board, URA, Public Entertainment Licensing Unit, Anti-Vice Branch,NEA, etc.) to deal with the problems seriously and coordinately because we are concern of the safety of the innocent people accessing this area. Besides, with the recent news about more tourists staying in the budget hotels in Geylang due to tight availability of hotel rooms in the usual hotels; there are urgent needs to increase security in this area to protect the tourists as well.

" Gang held for dealing in fake passports

The police on Wednesday arrested a gang of six persons, including two Tamils from Sri Lanka and Singapore, on charges of possessing fake passports, visa stickers and degree certificates in the name of different universities. It was operating from a house in Virugambakkam.

Following information that some people indulged in circulating fake passports, Commissioner of Police G. Nanchil Kumaran directed a special team to probe the complaint.

A decoy approached the gang for a passport and the police arrested the gang members when they offered him a fake passport for a price.

The gang allegedly replaced photographs in invalid passports with photographs of persons who sought passports. A colour photo copier machine was also seized.

Sri Lanka has sought Interpol assistance for the arrest and exportation of an LTTE agent, living in Singapore, who had exported 150 units of high tech inter-com equipment and explosives seized by the Terrorist Investigation Division in a residence at Ja-Ela recently.

TID sources said a Customs officer and a wharf clerk, both Sinhalese, were responsible for clearing the consignment of intercoms and explosives at the airport for transport to Ja-Ela and Kotahena.

The TID was able to get the information about the explosives taken to Kotahena after interrogating a woman, a Sinhalese from Kadawata and her husband suspected to be an LTTE cadre. She had told the sleuths that they were living in a house that belonged to her husband`s brother who was abroad but she was not aware about all the activities of her husband.

The raid on the Ja-Ela residence and seizure of intercom equipment and explosives was made possible after interrogation of a group of LTTE suspects arrested recently at Chilaw, TID sources said.

Sources said the details of the LTTE operative have been dispatched to Interpol.

While it is rational that Singaporeans should accept foreigner immigrants and talents to increase and maintain economic growth; there are urgent needs to study negative impacts on the community and to derive policies to deal with the problems.

We could go on nagging about security reasons without aware of the problems. Perhaps, a better way is to show and learn about the problems faced in other countries and their solutions.

Codeine or cough mixture abuses have been rampant due to easily access at backlane traders in the lorongs including 11, 13, 15, 17, 21 and 24 of Geylang Rd. in the past. It has been mentioned that drug addicts use this as cheap substitutes to give that 'high'. There had been several raids in the past, but the trades can still be seem in some backlanes.

The message is clear, our authorities should increase more enforcements and patrolling in the area or else, Geylang will be like neighbouring country who is suffering from increasing crimes.

There have already cases of murder of a prostitute, rape of China prostitutes, drug tradings and not forgetting the usual street prostitution. Confining the problems within the Geylang will not solve the problem because these activities are highly mobile and Singapore is a small country. This means the criminals and the crimes can be easily spread to other parts of Singapore in view of the small island area.

Similar problem of street-walkers from China have been harassing the public in the busy common walkway of Chinatown in Singapore as described in this website ( Stomp ).

Apparently, street prostitution (as contrast with brothel prostitution ) is causing public outcries as it is a nuisance to passersby and to nearby residents and businesses.

Street prostitution attracts strangers and criminals to a neighbourhood if the authorities are to "close an eye" on the problem.

The reasoning that without prostitution, there may be more rape cases will only hold water if these activites are confined within designated premises. In contrast, lawless street prostitution will only result in more crimes or even rapes as criminals perceive the affected areas are "free-for-all".

In the past, most prostitutes are confined within brothels or hotels shy away from the public eyes. These had generally served the ' needs ' without disrupting public orders.

In recent years, the influx of foreign street walkers and illegal sex-providers had resulted and attracted criminals ( including a case of rape and robbery of the prostitutes ). With prostitutes aggressively soliciting in common areas, safety and security in public are compromised.

For example, wives, sisters, daughters or girlfriends of families were mistakened and approached by johns. Molests happened unreported as these are troubling for the victims.

There has been an increasing surge in foreign women involving in street prostitution in Singapore. This in contrast with "licensed brothels" as prostitution are legal in Singapore.
However, prostitution soliciting are prohibited and illegal.

Prostitution soliciting is no longer a 'victimless' crime as it affects the normal living of the residents and working community. The victims are the families living in the neighbourhood, the legitimate businesses, the children who are unable to come out to play in the playgrounds, the women ( wives, mothers, sisters, friends ) residing in the area being approached by 'johns'; as well as the wives and family members of these men.

Are there no pimps or any middlemen involved who make a living out of the street-prostitution? In Singapore, the street-prostitutes usually work independently.

However, there are suspected cases in which pimps and lookouts or groups are involved in the street-prostitution. These foreign males are making a living out of their prostitutes as well as causing public chaos and disorders. We are also wondering if they involve the locals to establish their 'trades' in these parts of Singapore ?

The residents are lamenting that these lookouts should be subject to the same punishments map out in the laws for pimps or immigration offenders as they too, like the pimps, gain from the foreign prostitutes trades.
